Don't expect to buy an OCUR reader off the shelf

Most of the interesting questions are about Open Cable Uni-directional Receivers, better known as OCUR, which in layman's terms is a CableCard reader, which will allow high-quality digital cable (including HD content) on PCs, replacing the current crop of TV tuner cards. From the blog post:
Q: Will I be able to buy a CableCard reader off the shelf, a video card off the shelf, and be able to play back [OCUR] content?None of this is really new news, but it reemphasizes that you (at least initially) won't be able to upgrade your current rig to take CableCard, but instead have to buy a CableLabs-certified system with the technology built in.

Need some info
Will you be able to buy a cablecard reader off the shelf anytime in the future. If not that's not good news for people like me who build their own rig's instead of buying pre-built stuff off the shelf.

Ok, so if I am thinking of getting a new computer now with Windows Media Center 2005 and the new, long awaited Conroe chip, don't get the tv tuner? Wait and add one in November or
whenever the will LET us have it? Will it work with what I buy now or will it require a whole new machine or OS?
With the CableCard, can I get all the cable channels, including HBO?
