constant angular velocity 
A hard disk or optical disc read/write scheme in which the angular velocity of the disk is kept constant--that is, the platter or disk always spins at the same speed. When areal density is constant, data will flow under the read/write heads faster on outside tracks than on inside ones. Hence data throughput is faster on outer regions of a disk or disc than on the inner portions.
